What perenial flowers can i buy that are low lying and dont spread?

This is an old-fashioned geranium, not expected to spread:

It's difficult to find non-spreaders because most gardeners WANT their specimens to be able to be divided and planted elsewhere, or to fill in an area. A lot of the older varieties will not spread like the new ones, due to genetic alteration.

Happy Gardening!

Best to go to your local nursery and ask what they have available. I say this not to be flippant, but you didn't give us enough information about where they will be planted (zone, light exposure, etc) and ultimately you are stuck getting what the nursery has anyways.
